Frank has over 25 years of progressively senior roles in the pharmaceutical and medical device industry including executive management. He has provided counseling and held operational roles in compliance and risk management for commercial, quality, regulatory, and clinical affairs during his tenure in the industry. Additionally, Frank has audited clinical trials on behalf of sponsors, and successfully negotiated numerous clinic trial and other health care provider consulting and training agreements. His negotiation experience extends to FDA Advisory Committees as well as the FDA and OIG on issues pertaining to his clients.

Frank’s career began as a trial lawyer in Philadelphia, Pennsylvania, where his legal work included the defense of pharmaceutical and medical device companies in cases throughout the United States.

Prior to beginning CRS, Frank was Compliance Officer for a medical device company that was recently acquired by Boston Scientific. He has also been Chief Compliance Officer for a company under a Corporate Integrity Agreement that encompassed monitoring and reporting of quality systems, clinical, post market surveillance as well promotional activities and interactions with health care providers. He has helped develop “best practice” programs that grew market share while being compliant with government and industry standards.

Mr. Rivas has a B.S. from the United States Merchant Marine Academy, J.D, with Honors from Washburn University School of Law, and LLM in Taxation from Temple University School of Law. He has lectured at industry based conferences, and published on areas relating to risk management and compliance.
